The Safari Principle As Official Policy – "Tactical Retreat" or "Empowering The Criminal" – The Ferguson Aftermath…

“He shouldn’t have gotten out of the car”, a phrase heard consistently in both the Trayvon Martin and Mike Brown shootings. In essence the argument being both citizen George Zimmerman and officer Darren Wilson held responsibility for the outcome because they exited their vehicle.
We have discussed this viewpoint as the “Safari Principle“, however now the Ferguson/Saint Louis police department is considering the argument -under the auspices of “tactical retreat”- as a standard policy.
ferguson angerSAINT LOUIS – Like many officers involved in deadly force encounters, Darren Wilson said his training took over when he shot Michael Brown in Ferguson.
But what if Wilson had been trained differently?
The national upheaval from Brown’s death, and some others since, has put enormous pressure on law enforcement to find ways to control people’s behavior while using less violence. One possibility — simple but repugnant to some officers — is to teach police to back away from certain difficult situations until help can arrive.
The concept is known as “tactical retreat” or sometimes “tactical withdrawal” or “tactical restraint.”
“We add the word, ‘tactical’ and not just ‘retreating’ or ‘giving up’ because that’s what makes it palatable for police officers,” explained Seth Stoughton, a criminal law professor at the University of South Carolina. The former Florida officer is a nationally prominent advocate for applying the softer approach. (more…)

[…] Chambers, 19, died early Sunday after firefighters found her with burns over 98 percent of her body near a car burning on Herron Road near Courtland.

She had been set afire and then left by an assailant or assailants who obviously thought they were leaving her to an immediate death.

But she did not die immediately, remaining conscious at the scene long enough to talk to a firefighter from the Courtland Fire Department who arrived on the scene with two other volunteer firemen four minutes after receiving the report of the burning car.

“We know what she said, but we’re not commenting on that,” [District Attorney John] Champion said. (link)

Courtland Mississippi, population 500, is in Panola County, an area which has witnessed an explosion in gang related crime and criminal activity. This Day #7 update follows the backstory, the untold story, of how events continue to unfold.
In order to fully understand what follows it is strongly recommended you read Day#6 update. Without the understanding, well, what follows will seem challenging at best.
Jessica’s funeral was this past Saturday, 12/13.  During the funeral a person who gave a presentation at the regional Battered Woman’s Center (an abuse, counseling and treatment center) got up to speak.  She shared how Jessica had told her -a few months prior to her death- how someday Jessica wanted to write a book about her life.
It seems odd that a 19-year-old could have already experienced so much of life’s challenges that a book would seem possible. Alas, in Jessica Chambers’ short life there is more than one story.
In order to know what happened to Jessica, you’ve got to go back and understand what it is about her story can help catch the killer(s). (more…)

Saint Louis Police Shift Strategy – Holding Parents Accountable Too…

It will only be a short time before the professional grievance class calls this new approach racist. And the challengers will win in court. The tickets/summons are going to disproportionately be given to minority parents, therefore the ticketing process creates a “disparate impact” toward federally protected persons. That makes the new strategy unlawful, watch.
ST. LOUIS (KSDK) – Police are turning their attention to parents after a recent increase in crime involving young teens. They’re sending a warning to guardians: take responsibility for your kids, or you could end up in court.
ferguson angerOfficers started using this new tactic following a shooting over the weekend. Police say one group of teens shot at another group of teens late Saturday night. A 16-year-old boy was hit in the foot. The shooters got away, but officers were tasked with finding the guardians of the victims. When they found them, police say, none of them knew where the kids were at the time of the shooting. So, they were issued summonses for contributing to the delinquency of a minor.
The shooting was just one of several involving young people within the city of St. Louis in recent months. And, young teens were also recently involved in a string of violent robberies downtown. (more…)
